I use google apps with my site but I want to change the site hosting to bluehost. All the tutorials do not show me how to do this properly.

You can point the domain you registered at WordPress.com to BlueHost (hosting service), with these steps:
You’ll need to obtain the name server values from BlueHost. You should be able to find them on their support documentation, or contact them and ask for the information. (Name servers may be referred as “nameservers” or “NS records” instead.)

I am so confused now. We bought xavierproject.org through wordpress.com but it is saying that wild west domains, llc is the owner of it and that we need to have them unlock it before we can move the hosting. How do I make this happen?

Yes, we use WWD but please note we are still your registrar. You only need to unlock the domain if you want to transfer the registration. If you just want to change hosts that is unnecessary.
