First, you will need an upgraded WordPress.com plan on your site in order to transfer in a domain. Then go through this guide for transferring domains: https://en.support.wordpress.com/incoming-domain-transfer/.

Hey there, I hope you don’t mind me jumping in, but as we are talking about a country TLD, in this case .com.sg, domain, I’ve tagged this for Staff confirmation that it is possible to accept the domain transfer.

Domains with the following extensions can be transferred to WordPress.com from another another registrar:
It’s not currently possible to transfer a .sg domain here but it can be connected to your WordPress.com site with domain mapping:
https://en.support.wordpress.com/domains/map-existing-domain/
Domain mapping is a feature of Personal, Premium and Business plans — they each include a domain credit which can be used for this purpose.
