Transfer owner, no access to old email or credit card

Hello,
I am an administrator of this website for an organization. The previous admin has retired but this account is likely linked to a now defunct and un-accessible email address. the former admin does not remember the password anyway.
I’d like to transfer ownership of this website to an email address that is permanent within the organization.
What can i do? The retired admin is available by phone call or email.
Further complicating things, the credit card used for payment is also gone as it was also associated with someone who retired. That person is also available by phone or email. plus the card was issued by the same organization.WP.com: Yes

If you have transaction IDs from charges on this account, you can use the Account Recovery form to prove ownership of the site. WordPress.com support can then assist you further. You can access the form here: https://wordpress.com/wp-login.php?action=recovery
Simply fill out as much information as you have, including an email address where Support can reach you. The transaction ID will appear on your bank statement as “WordPress” followed by a ten-digit alphanumeric code. They’ll look something like this: WordPress XXXXXXXXXX
