Transfer ownership of a site whose owner is no longer around

I’m an admin for a site whose owner (another admin) is no longer around. There are some things we are not able to do because they are evidently reserved for the owner (like demote the role of the owner from admin to contributor, or even delete him). What should I do?

Unfortunately, administrators are not able to transfer site ownership if they do not own the site.
You would need the owner to transfer the site to you and then you could remove them as a user afterward.

Well, that IS unfortunate for our organization, as the owner of the WordPress site is no longer available. I need a viable alternative.

Is the owner who is no longer around also the person who completed the purchases (domain name, etc) for the site? If so, I think that an alternative might require a change of domain name. But I am adding the modlook tag to the side bar so that a staff member can take a look and try to help. Please subscribe to this post so you can see when they reply to you.
My initial thought is that you could create a new site under the user who you would like to be the new owner and then you can export everything from your current site and import it into the new one. But there may be other support options available that I am not aware of as a volunteer.

This is not a personal site. It is for a non-profit organization. We cannot change the domain name. I originally established the site and paid the first couple years worth of fees. I then transferred ownership of the site to the person who was taking over my role in the organization, so that my credit card could come off the account. Now that he is no longer available, the others would like to wrest control back. I am entrusted to be the owner once again, at least for now, since I probably know more about it than anyone else in the organization, AND since I’m still around.

Only the current owner of a site can transfer ownership of the site to someone else. It does not matter in this case that you were the previous owner – you gave up ownership when you transferred the site, and we cannot violate the rights of the new owner by transferring the site back to you.
As the site has a custom domain it’s also a technical impossibility to transfer the site to you, even if I thought an exception was warranted. Domains can only be transferred by their owners – we don’t even have the option to do that on behalf of a domain owner, as that would be in violation of ICANN regulations.
Your only option is to try and regain access to the other account via the account recovery form, provided you can supply any of the verifying details, and then you’ll be able to transfer the site again.
