Transfer ownership of my site to another person

I have already transferred ownership of the domain name to this person. Now I want to transfer ownership of the whole site to him
The blog I need help with is: (visible only to logged in users)

Visit My Blogs page and click on Transfer blog button next to the blog you want to transfer.
Enter the username or email ID of the WordPress.com user you want to transfer this site to.

It won’t let me transfer to (email visible only to moderators and staff) – who is a “User” on my site. It says “Unknown” .
Does it have to be someone who already has a free WordPress site? -
Hi there, Not a site, but they do need to have a WordPressdotcom account.
They could be a subscriber, which doesn’t require an account unless your site visibility is Private.
They can sign up for only a username account here: https://wordpress.com/start/account/user/

Thank you, justjennifer. I have sent that information to the person to whom I want to transfer my site. (He’s on the other side of the world. So perhaps asleep – I’ll see how we get on when he’s back online,)

There’s no username account associated with the email address you gave above, so you won’t be able to transfer your site to that email, no. Please ask them to first create a username account. They can use the link below to create an account without creating a new free site:
https://wordpress.com/start/account/user/
Once they’ve created and verified their account you should be able to transfer your site to them.
