  I followed your step by step but there is no ‘Site Tools’ under settings.

  Visit the site’s dashboard.
  Go to Settings → General.
  Scroll down to Site tools.
  Click Transfer your site:

  WP.com: Yes
  Jetpack: No
  Correct account: Yes

  The blog I need help with is: (visible only to logged in users)

  Are you exporting content from a site here at WordPress.com? https://bordernerd.wordpress.com/ doesn’t appear to have any content. Here Tools is above Appearance in the blue left hand menu.

  Sorry I meant Tools is above Settings and below Appearance.
