Transfer registration to DreamHost denied

I received an authorization code from WordPress and gave it to DreamHost to transfer registration to them. I have been informed that the request to transfer has been denied. It can’t be the 60 day rule as this account was set up with WordPress on March 17, 2013.
I am so frustrated with WordPress and now this problem. -
Hi there, did you change any of the registrant information in the last 60 days, such as the registrant name or other contact information?
Otherwise, could you please ask DreamHost why the transfer was denied and let me know?
There may also be clues in your domain manager, but I will need to change your domain administration password to log in – let me know if that’s OK. You’ll be able to change the password again right after.

Below is Dreamhost’s response stating that the domain is currently locked by current registrar.
And to my knowledge I haven’t changed anything. The only thing I did was join WordPress.org on May 15th.
Hate to ask this but I have also (for weeks now) been trying to find out “Plugins” does not show up in my admin. area.Thank you for contacting Dreamhost.

Thanks for the information. Domains always need to be unlocked before they can be transferred, and unlocking them is very simple. :-)

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org. You can find out more about this topic here: http://support.wordpress.com/plugins/
However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/
