Transfer site

I have paid a freelancer to do a website for me and now it is time to transfer the site from their wordpress account to mine and he is saying he cannot transfer the site without buying WordPress domain hosting.
The link below shows how to transfer to another wordpress account although he is saying he has no option to do this/it can’t be done unless I buy WordPress domain hosting.
Can someone explain further how this works?

Those instructions are for sites hosted here at WordPress.com and to move the site from one WordPress.com user account to another, so if the site is not hosted here to begin with, those instructions won’t work.
To clarify, there are three different “WordPress” at play here:
1. The free, open-source WordPress software which can power your website.
2. WordPress.org which is the open-source project that works on the WordPress software and where you can get the software for free to use on your own hosting provider.
3. WordPress.com which is a managed hosting provider of the WordPress software and with whom you’re contacting now.Can you let us know the URL of the site that you’re trying to transfer? Once we have that information, we’ll be better able to advise.

Thanks for your response. That all seems quite confusing and a lot to take in.
The URL of the site is currently http://demo.thewebssolution.com
My client owns the domain lashingbeauty.com.au
We want to move the first URL to my WordPress account under the domain name/URL above.

Ok, so it looks like http://demo.thewebssolution.com is not hosted with WordPress.com, so we are unable to assist with this.
Is thewebssolution.com the agency? If yes, they would need to configure the domain change with their hosting provider.
