  I have a plugin-enabled site and need to transfer ownership. The guide says this must be done by WordPress. Please help!

  What is the URL of the site you are trying to transfer? We’ll be happy to take a look and see if we can help. But I’m not seeing any Business/eCommerce plans associated with your WordPress.com user account.

  The only way Staff need to do an ownership transfer is if you have a paid plan – on a free site you don’t have plugins, and therefore you can transfer it yourself by following the steps here:
