Transfered to Blue Host now what…

Hello,
I am very confused as to what steps I now need to take. I have watched some tutorials over at Lynda.com but now I’m even more confused.
First I have upgraded to WordPress.com Premium. I started building a new site before I had Blue Host.
I have done the following:
Transferred Domain from Go Daddy to Blue Host.
Paid for Blue Host Hosting for 3 years.But I am not sure what to do next. I supposedly downloaded Word Press over at Blue Host.com in my account there. I am so lost as to what to do next and how to start being able to add plug-ins.
Any help Is greatly appreciated.

Reading more-do I not even need blue host to host for me even though I’ve updgraded to WordPress Premium?

Let’s start at the beginning.
https://spaatlantisutah.wordpress.com/ exists. It’s a WordPress.com blog. It is hosted for free, but you have the option of buying upgrades for it.
Anything you do at Bluehost is completely separate from that. It would be a WordPress.ORG blog on paid hosting.

Basically you can cancel either your WP.com blog and upgrades OR your Bluehost contract; you do not need both, and upgrades you buy here will not work on Bluehost.

Where do I find the option of buying upgrades? I have upgraded to Premium. Is this what you are referring to Premium or business?

In my opinion you should not be buying upgrades at this point, because you need to understand the fundamentals first. But since you have apparently paid the $99 for upgrades, okay, you have the upgrades. You do not need to go buying MORE upgrades. You need to decide which blog, wp.com or wp.org, will best suit your needs. Then you get a refund on the one you do NOT need.
