Transfering a site Trato another wordpress.com user

  I am trying to move a site I built for a charity to their own wordpress.com account but when I click ‘Transfer blog’ on the transfer page I get the message : “You cannot transfer to that user”
  Please help

  The blog I need help with is: (visible only to logged in users)

  Is the user already a user (admin, editor, etc) on your blog?
