  Is it possible to transfer a personally-hosted WordPress blog to WordPress.com?

  Depends. Whta version is the other wordpress blog? If it’s 2.1 or above, you should have an export at Dashboard -> Manage -> Export. You’ll have to manually move over your images though and relink them if you need to give up your old site.
