  i need to transfer a site from a previous admin to myself in order to manage the domain and the site. i need to talk to someone and i am getting nowhere and getting very frustrated!

  What is the address of the site? Is it hosted here at WordPress.com? That is something the owner of the site needs to do. See: https://en.support.wordpress.com/transferring-a-site-to-another-wordpress-com-account/
