I have wordpress installed on a bluehost site that is active and have parked a domain so that I can install a new theme. How can I use the existing dashboard to build the new theme?

If I understand correctly, you wish to work on the new theme without affecting the active site. Once the development of the theme is done, you can easily migrate the changes over the active site. Is that so?
You can achieve this by using a staging plugin: https://wordpress.org/plugins/tags/staging/.
Since your site is not hosted on WordPress.com, we’re unable to help you much with that.
