Transfering Website

Hello, I am new to WordPress.
I am a freelance designer who has mostly used Wix for my clients. I currently have a client who want to continue to use WordPress for thier site, but needs a re-design.Rather than alter their currently live site, I would like to be able to design a site offline and then (once all the stakeholders are all happy), transfer the domain from the old site to the new site. The goal is to have the time and space on the backend to have an iterative build/design process while the on the frontend there is minimal interruption on the front end.
Is this as easily done as it is on Wix? Is there an instructional article I could be pointed to?

That is totally possible.
A site can be worked on under a temporary domain (such as https://example.WordPress.com) and when ready the domain can be connected (https://wordpress.com/support/domains/connect-existing-domain/) or transferred (https://en.support.wordpress.com/incoming-domain-transfer/) to WordPress.com.

To note with the above, the site would need to be on the business plan.
