transferring a blog (free) ownership not working

I selected ‘transfer blog’, selected the user name and then waited and waited and waited…I have checked the spam folder for that email address and then tried doing transfer directly to the email address. Does this take hours? It seems like it would’ve happened within a few minutes.
The blog I need help with is: (visible only to logged in users)

Seconds. Did you follow the steps in the Transferring a Site to Another WordPress.com Account support page, including Step 3? Step 3 says:
Check the inbox of the email address your WordPress.com account is registered to. Open the email we’ve sent you and click the link it contains to finish the transfer.
Your blog transfer will not be completed until you click the link.

I had done all of that because I read the instructions:)
I checked for several hours and at approximately 13 hours later, it transferred. Don’t know why apart from I have a free setup & seem to recall paid gets priority.

Ack! Let me correct myself: it allowed me sign in but it still says that I can’t transfer ownership because the older handle is the owner. Therefore, ownership not transferred. It shows both accounts as admins. I wanted ownership transferred. Meh.

That’s true. An admin that is not the site owner cannot transfer the site to a different owner.
The User Roles support page says:*Note: Administrators are not able to transfer site ownership if they do not own the site. Administrators are not able to revise or manage paid upgrades that are owned by a different user on the site.
Perhaps the same message should be included in the Transferring a Site to Another WordPress.com Account support page.

I’ll be happy to check on what is happening. What is the address of the site you are trying to transfer? And what is the username of the account you wish to transfer it to?

@gemmacevans I think that I may not have described it correctly. So, the old handle OWNED the free site.
I wanted to outright claim this new one (I didn’t realize that I wasn’t creating a completely stand-alone site, oops) and not have it affiliated with the old one.
Once I’d already made that mistake, I read the transfer of ownership instructions and did them. It honestly took those several hours, which I assume is because this is a free setup and that’s okay. We get what we pay for and I just started this line of questions because I didn’t know how long.
Once it DID ‘transfer,’ it didn’t actually transfer, apparently. It says admin, not owner?
Am I still wrong? Such a dolt, I am. And thank you.

Can you please give us the actual site URL and usernames involved? What is the site? Which username owns it, and which username is supposed to own it?
It honestly took those several hours, which I assume is because this is a free setup and that’s okay
Site ownership transfers are instant, and what plan you’re on has no effect on this process.
Please provide the info I asked for here, and then we can check exactly what’s going on and advise you from there.

Thanks but I ended up going with a different host. I changed the new site to private and deleted what I’d done in there.
