Transferring a domain

  If I upgrade to a plan I get a domain and that is all I am paying – 2.99
  If I transfer a domain I need to pay the 2.99 + the cost of the domain to the site I bought it from. Am I correct?
  If so, Why is that? I am paying more for no cause. :(
  What am I missing here?

  You can register a new custom domain, or map one that you already own to WordPress.com with our Personal plan that is $35.88 / year.
