Transferring a domain into WordPress.com

Hi! My name is Pedro Martins, I am a University Student currently in the process of building a website for a client.
They would like a rebrand of their website which basically means that they’d like it completely done from scratch.They’d like to transfer their website onto WordPress and for that I have a couple of questions:
Is it possible to transfer a domain onto WordPress.com?
If so, will I be able to install plugins without the need of a business plan (This is my main query)?
And if not, what other alternatives are there (as I would like to save time by building first and coding later RATHER than just coding from scratch)?
I really like the building tools, does WordPress.org have these customising features and am I also able to install plugins and such?As you can see, I am fairly new to WordPress and am keen to get started building soon as possible, hopefully with Plugins and such!

To answer a few of your questions-
Yes, you can definitely transfer a domain to WordPress.
Here is the article- https://en.support.wordpress.com/incoming-domain-transfer/WordPress provides you with some basic plugins for free, and additional plugins with every plan. For installing plugins other than built-in, you need to have the Business Plan.
https://en.support.wordpress.com/plugins/Yes, WordPress.org is the self-hosted version of WordPress.com, hence you have many features in WordPress.org too, with themes and plugins, etc.
https://en.support.wordpress.com/do-i-need-to-self-host/You can check out the Premium plan too, if you feel Business plan is a out of your reach, Premium plan has a CSS plugin, with which you can make quite a lot of modifications to your website!
