Transferring a PSO (like a PTA) Blog from an uncooperative user.

I am the Publicity & Communications Chair for a school PSO (similar to a PTA) and am trying to have the PSO’s blog, transferred from the person who in neither active in the organization or able/willing to transfer ownership to myself and the PSO itself. The past user says she does not have the log in information and has told us to just recreate the blog – this is something we do not want to do, as technically, the blog belongs to the PSO and not this individual. I have sent said past user multiple emails w/instructions on how to either add admins to the blog and/or transfer ownership – there is no response.
Is there any way WordPress can transfer ownership for us or provide some assistance?

Thanks for providing that info.
The person who registered that site here on WordPressdotcom is the owner of that site. Unless they initiate the process and consent to transfer ownership to another WordPressdotcom user by following this guide https://en.support.wordpress.com/transferring-a-site-to-another-wordpress-com-account/ WordPressdotcom will not intervene to transfer the site to you.
I will however tag this thread for Staff to see if they will agree to contact the site owner for you.

The problem is – I, as well as other people who are supposed to have access to the site, have contacted this person many, many times – she’s uncooperative and unhelpful. I have also already sent all those links to her. If we are unable to gain access to the site, my next step is to have the school contact WordPress to have the site removed.

You can also see from the last entry that said user is no longer administering the blog, yet has provided no one access.

Hi there,
If you’ve already contacted the site owner and they were unwilling to transfer the site to you, there is nothing more we can do. WordPress.com sites are owned by individuals, not organisations, and we will not transfer or remove a site belonging to someone unless they request it themselves.
Unless you can verify via our account recovery form that you are the rightful owner of that site, there is nothing you can do in this case.

Thanks for the clarification @kokkieh I had not yet seen the other replies from @julianajewelry prior to now. In such case what process would the organization need to take to have the site removed (as indicated as next step) if they are not successful in either obtaining the log in details from said user or recovering the account.
@julianajewelry Regardless, if the email address on record for the site is the same as the email mentioned on the site’s about page, and you have access to that email account, you could just request a password reset.

There is no process like that. Sites belong to individuals, and we don’t interfere with an individual’s site ownership unless it’s a terms of service or a legal issue, and we don’t help with either of those in the forums.

May I please point out that what you request cannot be done by Staff? Every site has a sole owner who registered it under their username account. If the site owner does not wish to transfer the site there is no way that Staff will violate their privacy and do what you ask. The only reason sites are deleted/archived by Terms of Service Staff is if they are in breach of the terms of service https://wordpress.com/tos/ and this is not the case here.
