Transferring a Website for a Small Business

I am an intern at a company that would like a new website. I think WordPress would be a great option for them to redesign and be able to update the content in the future.
Their current website needs to stay active and as it is until the new site is built.
I’ve heard WordPress.org is the better option over wordpress.com for a business. Is this correct? If so, how would I build a “test site” on wordpress.org before transferring the domain? Do I need to buy hosting for the test site?

Also – I am wanting to buy a theme plugin to build the site. So I need to be able to install plugins!

If you want to test the WordPress.org software then you definitively need to get a hosting plan from a host. Or you can install it locally on your computer and test it out. For more information on that please read this article:
