Transferring Blog Issue

    My friend was trying to transfer a blog to me. However he tells me that on his Dashboard under My Blogs > Address, the option for Transfer Blog which should appear under Change Blog Address does not appear. Is that possible?
    When I log into my own blog all the options including Transfer Blog is showing clearly.
    He has sent me a screen shot over mail to show the same.

    Only the account that registered the blog will have the Transfer option – does your friend have a second account that he might have used when he registered the account?
