transferring blog to someone else's account

  I have been managing a society blog. I want to hand this over to someone else to administer. Can the blog be transferred to someone else’s account, and if so how is this done?

  The blog I need help with is: (visible only to logged in users)

  This goes much smoother if the person you want to transfer site ownership to already has set up a WordPressdotcom account.
