I am using WordPress to build a website to replace my current one. Can I build the website in WordPress and then transfer my domain name so that the new WordPress website has my URL?

Yes you can!
You will need to set up domain mapping on your new WordPress.com site. Please know that to map an existing domain, you will need to purchase an upgraded WordPress.com plans.

Just to add some further clarification: You cannot transfer your domain here. Your domain registration will need to stay with your current domain provider, and you need to keep paying them for your domain’s renewal. But you can connect the domain here using domain mapping, as @rossviviano indicated above.

Okay, so if I’m understanding then I can replace all of the existing web pages that are currently at my URL/website with the web pages that I create using WordPress but the domain will remain hosted with the same provider/company?

Your domain will be registered with the current provider, but it will be hosted with us. “hosting” refers to where the files making up your site are stored, and that’s on our servers.
If you map your domain here, all the *.wordpress.com links on your site will automatically redirect to appear at your custom domain instead.
