transferring domaine

Is anyone going to answer the question? WordPress have not replied although they say they have a team to help us. Can I start doing my site before transferring the domaine name? Also I want to see the site before I commit to transferring or paying. I need to see what the site looks like. but seems I have to pay before I can see anything. I never pay anything before I know what I am paying for.
