Transferring hosting from another site to WP

I am working on moving my domains to WP from another site. I am trying to figure out the steps. Is it as simple as opening WP account and then working with the other company to make the domain transfer? How do I open an account if the domain is restricted to the other company?

Presently WordPress.com does not support incoming domain transfers. Fortunately you can still use your domain through Domain Mapping.
