Transferring site to another (new) account

  Earlier this year I utilised my wordpress account to create a new site on behalf of a newly created Residents Association.
  Is it now possible to separate that site from my own account and create a new account/login for another user?

  The blog I need help with is: (visible only to logged in users)

  You can log out, clear your browser cache and cookies, and then without logging in, you register another username account under a different email address. You then add the new username account as an Admin and you can transfer blog(s) to the new account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
