transferring site to new host

hello,
i didn’t realize when i purchased my domain and hosting via wp.com that the css was only available via premium and plugins via business. it is clearly cheaper to host on another platform and immediately have those perks (css/plugins). what i would like to know is:
a) will i receive a renewal notice from WP in 1 year for the domain name?
b) how do i re-point the DNS to the new host without access to a Cpanel?
c) have i lost the $48 i just paid for the personal plan?
d) is there anything else i should know about switching web hosts?thanks in advance for your help – much appreciated.

1. To quote from WordPress.com refunds help article https://en.support.wordpress.com/refunds/, “For plans and all other purchases, you must cancel within 30 days of purchase to receive a refund. If you used the domain credit to register a new domain, the normal cost of registration will be deducted from your refund. If you mapped an existing domain, or never used a domain, you will receive a full refund. There are no refunds, pro-rated or otherwise, after 30 days.”
Alternatively, if you used a domain credit to buy a new domain when buying your WordPress.com plan, “For new domain registrations, you must cancel within 48 hours of purchase to receive a refund. There are no refunds, pro-rated or otherwise, after 48 hours.”
If you continue your domain registration with WordPress.com, you will receive renewal notice after 1 year.
2. When your domain is registered with WordPress.com, you can either transfer it to another registrar https://en.support.wordpress.com/move-domain/transfer-domain-registration/ or continue to use WordPress.com as your registrar and update the nameservers. https://en.support.wordpress.com/move-domain/change-name-servers/
3. WordPress.com plan refunds are in full if you cancel within 30 days (exception case being if you buy a custom domain using domain credit with the WordPress.com plan, you will have the domain price deducted from your refund) If you cancel after 30 days, there are no refunds, pro-rated or not.
4. Nothing in particular. Web hosts can be governed by their own terms and uptime can be assured if you choose to go with shady web servers. Bluehost, Dreamhost and Site Ground are popular ones recommend by the WordPress team. https://wordpress.org/hosting/

If you registered your domain with WordPress.com, you don’t have to use WordPress.com as your host. The domain you registered is yours, and you can use it with any host you want. Please see here https://en.support.wordpress.com/move-domain/
