Hello there!
If your other site is a WordPress site that is self-hosted on another server, you can use the following gudie to move to to WordPress.com:

While we register new domains here at WordPress.com, we’re not able to accept incoming transfers of existing domain names. Therefore, we recommend that you keep the name registered at your current registrar. You can use the domain for your site here at WordPress.com by mapping the domain, as explained here:

Hosting is free at WordPress.com. You actually do not need to pay for the actual website move. However, what you are describing is upgrading your site to a Premium site. Here are the features of that upgrade:
If you are going to use a domain that you’ve registered elsewhere, you will need to use the Domain Mapping upgrade to “point” your domain name to your WordPress.com site. That is the only ‘required’ cost. Otherwise, it’s all optional based on your needs.
