Translate plugin

Hi!
I`m a kind of traveller and I want to make my own blog. I want to write it in 2 languages (or 3.. ).
I had a blog on wordpress.com for 3 years and then a break for 1 year.
Here is a (i think) good plugin:

Automatic translation is not available to WordPress.com blogs. We bloggers do not have FTP access to blogs hosted by WordPress.COM and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/

Sorry saying nothing for long time.
After i posted that question, i started to look at other opinions about that subject. I found your (timethief) articles but is not as good as i and others search for (or ask). I
m a guy who travel a lot, basically that's my life concept. Indeed im not good at english but i met people in Europa and Asia who really respect their own languages, and i respect their culture so, if i can write better than google translate or any other translator, why not to do that?I know, the security issue is a big problem, but they (WP.com) have a great it-security team and they have a good community where exist people who want to help. I think if they start now to make a project for that, they will finish in one year.
Oke, enough for me, i said a lot but i have to say one more thing. I know people in east Europe and some parts of Asia who don
t have money for host and things but they know two or three languages and have blogs here on wp.com and they want to translate it. To say what they have and do, to the entire world. And im sure thats not only in east europe and west asia. This world is big and have many people.Sorry for my english, this is not a language i learned in school.. is learned just by talking with different people.

I just upgraded from free wordpress.com to the premium (99$/ year). I would like to install a plugin that allows me to create a dropdown menu for bilingual options (I am writing my blog posts in english and german). Is that not possible with my premium account?! :/ -
