Hello!
I am a volunteer, but if you would like a staff reply, you can add a modlook tag to this thread.
FYI: How to request a staff reply
https://en.support.wordpress.com/getting-help-in-the-forums/#how-do-i-get-a-moderatorstaff-reply-for-my-questionFor your goal of working with plugins and otherwise adding to your WordPress skills, you could go far with a local WordPress environment like the kind provided by Local by Flywheel or Desktop Server. So if you don’t get a free WordPress.com Business plan site, I encourage you to investigate those alternatives.
Either option has a very practical free tier, which can help you create a private and disposable learning environment for hands-on WordPress learning and experimenting.
Aside: if you should have questions while you are using Local by Flywheel or Desktop Server, you would want to post your questions in the WordPress.org support forums instead of here.
However it happens for you, best wishes with the learning ahead!

Hi there,
Because WordPress.com is already completely free to use to create a basic website, we do not offer free trials on the advanced features offered in our paid plans.
For learning purposes, rather than developing a real site, please look at the alternatives @drizzleblocks suggested above, as with those you also won’t be affected by the built-in limitations we have on WordPress.com in terms of plugins and plugin features that aren’t compatible with our specific hosting infrastructure.
