Trouble Adding Blogs

  I’m trying to add a new blog, but whenever I click the pencil, I only get an option to add the Title, that’s it. I can’t get option to add a blog, or change the size of anything, add pictures, nothing. I’ve tried asking other people and they say their homepage looks different. Can you tell me what’s up? Is this some kind of new version? If so, it is NOT user friendly.
