trouble paying and signing up

Trying to sign up for Premium, so I provided my credit card and info. However, when I Clicked on the Submission Bar (which brightened, as if functioning), nothing happened. Although worried that I might be billed twice, I clicked again. Still nothing. No notice that I had not filled out everything either. So, I closed out and checked e-mail to see if I was “in” yet. Nothing.

1st one — Support & upgrade, but no help
2nd link — shows no evidence that I’ve been billed, even though some of my profile has been recorded, and I’m called a member -
