Trouble when creating a new widget and where to place it?

I want to place this in my blog http://www.nordicperspective.com :

<script>var partnerId=PUT_PARTNER_ID_HERE;</script> <– I know my partnerId, but just to be safe I have choose not to write it here.
And I try to follow this guide: http://getachoo.com/wordpress-guide/ , but it does not works because I do not have this setup, which it is shown in the guide.
I do not know what do? I hope you guys can help me.The blog I need help with is: (visible only to logged in users)

You are reading a guide that applies only to WordPress.ORG software installs, and not to WordPress.COM hosted blogs. It’s not possible to embed any JavaScript widgets here at all for security reasons. http://en.support.wordpress.com/code/
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.
