Trouble with creating new blog in recent account

  I want to create a another new blog in my account. When I fill out the information for my new blog, then I click create a new free blog. It jumps to the next page and it’s just free and blank. It doesn’t create any new blog for me. I don’t know is it because my account is expire or something so I cannot create another blog. Can someone help me
