Try WordPress with plugins and themes before paying for business plan

I was thinking of making a WordPress site but I saw that I have to pay for business plan to use plugins, which I find problematic.
I want to try plugins and themes to see if I even like WordPress before deciding to actually pay for it or not. With WIX I’m able to try basically everything I want to see if the website is something I like and then I can pay for it and publish.
How can I test out plugins and themes and make a website with WordPress to see if this will benefit me? Do I seriously have to pay $33 for business plan and then pay for multiple plugins and themes before even deciding if this will suffice or not? I specifically am looking to make a website that allows visitors to upvote content on my homepage and all the stuff I’ve seen so far on WordPress isn’t going to work most likely, so I want to try everything out and maybe find a way to tweak things to make it work.
It would be crazy if I have to pay for a business plan and hundreds of dollars for plugins and themes to test things out on a website that isn’t even live. Yikes. I hope that’s not the case.

It looks like the testing on local WordPress is some crazy advanced thing that I won’t be able to do. I’m completely new to WordPress and that seems like it’s even difficult for a pro.
It’s nice to see that I can get a refund within 7 days, but a trial or refund on all the themes and plugins is another thing. I’ve found it very difficult to contact the creators of the plugins and themes to ask them questions about customizability and if trials are available.. and the major costs are from the plugins and themes.
I can easily see myself buying a theme and two plugins for it.. and then realize that the theme won’t do what I want and now the plugins are most likely useless as well. Darn.
I’m thinking having a developer create a site with code might be the better option. At least with that I don’t have to worry about it being something I don’t want or not and hoping for trials and refunds. I’m literally only looking for an “upvote” feature for my site. Every other function of the website is simple and available everywhere. I want to be able to add content and have visitors upvote it, that’s it.. but all the plugins and themes I’ve found offer a big bundle of stuff with upvoting and you can separate all the other noise that it comes with.

And lastly, I saw other websites that offer WordPress themes and plugins, but they weren’t available on WordPress.com catalog. What’s the difference between themes and plugins you offer and what I see elsewhere? I don’t mean functionality, but is there some guarantee or benefit I get when it’s within your catalog?
