Trying to add Plugin

Hi, I am trying to add a plugin and I do not see the plugin label on my dashboard. I am a newbie and at the current time using a free plan. Is it possible I don’t see one because I am using a free plan and if not can you walk me through how to find it on my dashboard since it’s not located under appearance? The plugin I am trying to add is a Video plugin so I can add videos but separately from my posts or pages if I choose to.

There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. There never has been as blogger installed plugins as they are not permitted here at WordPress.com for various security reasons. As you are referring to setting up a site with plugins it will be a wordpress.ORG install. If you do not have a wordpress.ORG account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

So that I understand, I would need to go to that site, download WordPress from there and its possible I can get a plugin so that I can list videos separately without using a page? or it’s as you said before it’s not possible to do what I am asking at all.

Videos can be embedded into posts or pages.
Links to videos can be placed into posts or pages.
Please clarify exactly what you want to do. -
