Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel an upgrades, claim a refund for any qualified upgrades, and disable auto-renew.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades
When you are logged in under the same username account that purchased the upgrade what do you see in these two locations please?
Dashboard > Store > My Upgrades
http://en.support.wordpress.com/my-upgrades/
as well as
Dashboard > Store > Billing History

@timethief I had all those option however, it said, “Domains registered on WordPress.com cannot be deleted here. You must contact Support and request deletion.”

Howdy @idinnovation –
We can take care of this for you, but just to be sure, can you confirm you won’t want to use this domain again in the future?
Once you cancel here, it could be difficult or impossible to register it again elsewhere. If you might want to use in the future, or with another host, you’re probably better off hanging on to it.

Howdy, helper-brucea,
I am trying to setup a server on godaddy using the exact same name. I put in a transfer but was told it would take 60 days. I was told by godaddy that once I cancel the order with WordPress that the name should re-enter the registry and become available within 5-10 days.
Why wouldn’t I be able to use the name again?

Hi!
When you cancel a domain name, it is common for the registrar to put it up for auction. If there are no bidders, the domain will be returned to the pool of available domain names. However, it is common for back-order companies to wait for domains to be released and purchase them the moment they become available. There may also be another individual who likes the domain waiting to buy it.
This means that even when your domain is released, another party can purchase it before you get the chance.
Now, it’s entirely possible that yes, you would be able to get the domain back, but if you have it now, It might be easier to just hang on to it.
You can use the domain at your GoDaddy site using the steps here:
https://en.support.wordpress.com/change-name-servers/point-a-wordpress-com-domain-to-godaddy/
How about if I refund you the cost of the domain mapping? Then you’ll be assured of keeping your domain, and it’s only $5 annually. I’d hate to see you lose the domain.

Hi helper-brucea,
I am trying to add the domain, but it’s not letting me put the name servers anywhere. I every time I try to access the idlearningsolutions.com site it brings me back to wordpress and ask me to pay a fee. Is there a fee I should be paying?
-
Are you going to
wordpress.com/my-domains and selecting the domain and clicking on Edit ?
-
yes, but the wordpress domain is showing up?
http://idlearningsolutionsdotcom.wordpress.com/I thought I was able to link the http://idlearningsolutions.com to go daddys? But it is not letting me do that?

Your domain was actually attached to this site:
https://idinnovation.wordpress.com/
So try going here to make the charges in that document I linked earlier:
