If you’re trying to change your username you can do it by accessing to your profile clicking on your avatar at the top right once you’re logged or going to this address https://wordpress.com/me There you’ll find the name that is publicly displayed (My Profile) or your username (Account Settings).
But if you’d like to change your blog url you can do it by accessing My Site -> Settings
