Trying to create custom login page for end users.

Hi, I’m trying to create a custom landing & login page for my end users. I want my entire site to be private, except for the landing & login page. According to the forums, it seems as though I am unable to use a plugin because my website is fully hosted by wordpress.com. Please help, how can I make this custom landing & login page a reality? I can be contacted via wordpress, or at (email visible only to moderators and staff) or by phone at 405.808.6586. Thanks.
