Trying to delete site

I want to delete my site, but none of the options in the help file match what I see on the page.
The blog I need help with is: (visible only to logged in users)

Delete Site
To delete or cancel a blog, go to Tools -> Delete Blog in your Dashboard. If you delete a blog you will not be able to get it back and no one else will be able to use that blog address. You must be sure you never want to use the blog again if you delete it. http://en.support.wordpress.com/delete-site/ -
P.S. You must, of course, be logged in as Admin under the exact same username account that registered a blog to delete it.

I mean I can’t seem to find the tools dropdown or maybe I can’t find my Dashboard. All I see is

I must be doing something wrong.
When I try to log into https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden
After I log in, I get the same dashboard as I listed earlier and not what I see in the help files.

To permanently delete your blog, please follow this guide. Please read the warnings and advice before deleting a blog. We can’t revert blog deletion for any reason.
If you want to temporarily hide your blog instead, please use privacy option so only you and logged-in members of the blog can view it.

I am still not able to see this tools dropdown as it seems like I have a different set of items for site modification.
You can forget it, I’ve given up on trying to delete anything.
It seems like there was a new design put in place recently? Because a lot of things don’t work. Ex. When I try to change the url. When I try to change my username.

It does not sound as if you are the Administrator of that blog. It sounds as if you are just an Editor.

When I try to change my user name, it just brings me to the my Subscriptions page.
I don’t know how I am not an admin as I just created the account and then created the blog.

If you want I can delete the blog for you. Note that blog deletion is permanent and the name can never be used again. Please reply to confirm.

My issue is a bit different. I am the Admin (creator) of more than one WP blog. I have located the Tools > Delete Site and have followed the steps as kindly noted by timethief above. My problem is that I am unable to receive the blog deletion confirmation email that is sent to verify deletion. I have changed my email multiple times, turned spam filters and rules off, and still nothing…. I feel like Im going to lose it. Any guidance you have is appreciated! -

I have deleted the blogs you listed. Please note that it may take a while for the sites to also disappear from search engine results. If you want to remove them from Google, please see: https://support.google.com/webmasters/answer/164734?hl=en
Other search engines may have similar procedures.
