Hello, any direction would be great, i am looking for a theme with a static/persistent header, horizontal drop down menu off main navigation, scroll to top arrow, modern, clean design

Quite a few of the available themes match your criteria pretty closely, other than the scroll-to-top arrow.
What kind of site are you wanting to create? How prominently will photos feature in your design? Some themes seem to flow better for text heavy uses while others look better with lots of images. Are you creating a blog or a site with more of a business function that could benefit from built-in options for testimonials or a portfolio?

Awe thank you for some direction, i am lost in a sea of themes. It will be business based but heavy on imagery, not much text but descriptive, custom fabrication items

No problem! I’ve been in that same spot. There are lots of great themes. Sometimes it helps to have a place to start. :)
