Trying to get a domain and custom theme

  I am interested in using a theme I found on ThemeForest.net , but understand I need a custom domain to support it. Will getting a personal domain name through a Personal or Premium plan cover this?

  No. You require a Business Plan.

  You require a Business plan to upload custom themes or third party themes to a wordpress.COM hosted site.

  You could be confusing wordpress.COM hosted sites and wordpress.ORG self hosted sites. WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
