Relevant details are required.
- Exactly which wordpress.COM username account registered the blog and purchased the upgrades for it?
- Which upgrade(s) was (were) purchased?
- What is the URL of the underlying .wordpress.com blog, please?
* If you purchased a domain name via wordpress.com Staff need to know whether or not you want to keep the domain name and use it on another site.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades

@fstat
Anyone can tag their thread for Staff.
How do I get a Moderator/Staff reply for my question? https://en.support.wordpress.com/getting-help-in-the-forums/#how-do-i-get-a-moderatorstaff-reply-for-my-question
Please ask for required details before tagging threads with modlook. Not doing so simply means wasted time and more frustration for those who post here and then have to wait for Staff to ask the same questions. -

So, I’ve dome some research on this situation.
You paid for your upgrades with an echeck. Those echecks both failed and money was never taken out of your account. Thus, the system won’t let you refund the payment since no payment was ever made.
Please double check your account balance or talk with your bank to verify this.
