Only remove the footer if you want to have your blog suspended.
The current policy about the footer in the support documentation:
May I remove the ‘Blog at WordPress.com’ credit in my site’s footer?
Although the Custom Design Upgrade certainly grants you the capability to hide the credit from your site’s footer, you are not permitted to do so. Even our VIP bloggers are required to maintain the credit.http://en.support.wordpress.com/custom-design/#frequently-asked-questions

Why is that? We buy a $99 upgrade, and then a $75 custom theme, and we can’t get rid of the commercials in the footers?? It seems like that should be an option, especially after we pay for the upgrade. I’m not interested in using my personal blog space to advertise for other businesses. Can some explain this?

May I remove credit links such as ‘Blog at WordPress.com’, theme, font, or toolbar links?
All WordPress.com bloggers are required to maintain the credit links, even our VIP bloggers. Please do not hide the footer credits or the toolbar with CSS after purchasing a Custom Design upgrade. http://en.support.wordpress.com/custom-design/#frequently-asked-questions -
There is nothing to be explained. The policy exists and it was available for you to read prior to your purchasing any upgrades. If you wish to you can cancel your bundle http://en.support.wordpress.com/bundles/#canceling-a-bundle and your premium theme upgrade. http://en.support.wordpress.com/upgrades/#refunds

PS – the VIP upgrade starts at about $ 30,000 / year then add your staff costs and your staff will need to interview with WordPress.COM to make sure WordPress.COM thinks your staff is competent enough – and even they need to keep the footer – their site their rules – you don’t like the rules you are more than welcome to find another host

I happen to agree with the OP that the footer links are advertising plain and simple and the additional one for “customized” renders that whole footer area butt ugly but it doesn’t matter what we think. Volunteers don’t set policy.

What more can a Volunteer, who does not have any role to play in the corporate decision making process say?
