Trying to make my page public for my class.

  But you seem to have set up a trap that I can’t do that without launching, therefore forcing me to pay for a service that told me it was free. Is there something I’m doing wrong or is this all working as intended?

  You’ve done nothing wrong. It’s entirely possible to have a free site that is also live on the internet. When you see the option to purchase a plan for adding a domain there should also be a skip option listed. That’s what you’re looking for.
