Trying to purchase Custom Design but can't complete payment in Store

I want to purchase custom theme but the price is coming up as $0.00 and am unable to complete the transaction.
The shopping cart reads “Custom Design 1 year subscription Cost $0.00”Choose a Payment Method
“WordPress.com Credits”Button below that reads:
Purchase Custom Design for free.When I click on either of these buttons to complete the purchase I get an error message “insufficient Credits” or similar
Please help.

Do you have credits already? Staff disabled the ability to buy the upgrade separately for new accounts; old ones can still buy it.

No, I did not have credits at the time I attempted to purchase. But I have since then paid $99 for an “Custom Design” annual subscription. I would have preferred to pay $30 one-off for the colour changes – which is all I need at the moment.
Please can you explain when “new” account started? I have had this account for over a year. -
Sept 1 was the cutoff for the new Cable TV bundle Up-selling price
since your account is older than that you should be able to buy just the CSS for $ 30.-/year – no need to buy extra junk you don’t want or need

I see that you signed up for a free trial of WordPress.com Premium. If you’d prefer to purchase only Custom Design, you can cancel that free trial under Store > My Upgrades in your site’s dashboard and head to the Store page to purchase Custom Design instead.
