trying to transfer a domain to wordpress.com

  I have the transfer code from Netfirms to transfer my domain. When I try to transfer the domain onto my wordpress account, I’m being told by wordpress that the domain cannot be transferred. Why?
  I understand that I need to purchase a plan in order to host a custom domain. Once I have purchased a plan, will I then be able to transfer the domain?
