No. There are workarounds to do most things, including turn a post into a page, at WordPress.com. Plugins will never be freely available here, as they pose a security risk and the shared nature of our blogging software means that you are always exposed to the worst security risk deemed acceptable by the stupidest person using your theme. So, no plugins, but great security.
You always have the option to pay for hosting and move to a wordpress.ORG platform, where you can add whatever plugins you can handle.
