  Often when I read a good post in other places, I see the option to retweet the post or facebook it. Is that an easy built-in option for WP.com? Or how does one do it?

  There is no built-in function for wordpress.com. You have two choices:
  (1) tweetmeme button which you add to every post

  (2) social bookmarks which you add to the end of each post and which will update twitter etc.
