Twenty Seventeen: can't find 'Them options' button

I’d like to have one column on my blog and the info for ‘Twenty Seventeen’ tells me this:
‘On pages, Twenty Seventeen allows you to pick between a one- and two-column layout. This is a global setting rather than something you set per-page, and is managed in Customizer → Theme Options.’So I’ve looked under my ‘customizer’, but there is no ‘theme options’ category. I have checked under ‘contents options’ and all of the others but I can not find ‘theme options’ anywhere.

You’re close:
Customize –> Static Front Page –> Set ‘Front page displays’ to ‘A static page’ –> save –> go back to Customize.
Now you should see ‘Theme Options’ below ‘Static Front Page’.
I find this very confusing, myself.

Same here.
You’ll find that changing Page Layout to One Column will affect your pages, but not your blog posts.
You’ll need to add some custom CSS to get to a one columns layout for your blog posts; I can link to the code I’m using if you’d like to try.

If your theme provides that capability https://wordpress.com/theme/twentyseventeen then you can do it free of charge.
If not, then you will require an upgrade do do any CSS editing.

Note 1: Once you have the required upgrade you can use this link https://en.forums.wordpress.com/forum/css-customization#postform so you can create a thread that will appear in the CSS Forum where you will get the help you need with CSS editing.
Note 2: You can also post there prior to purchasing an upgrade to get an answer to whether or not what you want to do can be accomplished via CSS editing.

As I said in the topic 2 -> 1 column in Theme options? wherein you gave the advice “In Twenty Seventeen, Theme Options only show up in Customize after you have set Static Front Page to A static page,” this is incorrect. It is not necessary to switch to static front page in order to display Theme Options on the Twenty Seventeen theme (See below, or see my explanation in the other topic).

Theme Options will, presumably, also appear if you are displaying the portfolio page, a project, a testimonial, and Search results. “Archives pages” include the following author and date (year, month, day) archives
category pages (post categories)
tag archives pages (post tags)
project type archives
project tag archives

If your blog posts consist mainly of text I’m not sure https://everydaykindoflife.wordpress.com would look better if you were using the whole width, though.

What you suggest will work, but its a completely unnecessary step. If the member prefers to display posts on the front page, and it’s not necessary to switch to displaying a static page on the front page in order to accomplish their goal, then it wouldn’t be prudent to suggest that they must take this step in order to display Theme Options at Customize. If they have a link to a static page displayed in a menu on their site, then they may click that link in the viewer at Customize to cause Theme Options to be displayed there. This doesn’t require any change regarding what’s set to display on the front page.
On the other hand, it appears that the theme authors might be making some changes, because I now find that if you display archives pages (of all kinds) or search results in the Customize viewer Theme Options will flicker momentarily but fail to appear. This differs from the results I found on 22 May and reported in the topic 2 -> 1 column in Theme options?
Nevertheless, you can still produce the Theme Options link at Customize by displaying any static page there (in the Customize veiwer, or “previewer”). With respect to the OP’s site, displaying either the “About” or “Contact” page at Customize would do the trick, without requiring a change to what is displayed as the front page.

All I can say: I find it very confusing that the Theme Options sometimes are visible and sometimes aren’t – and I’m not the only one.

I was in disbelief when I first found out that Customize was designed that way, to hide some options on certain pages, so that the member (particularly a new or inexperienced member) might never find the option that the theme guide says should be there, and furthermore that WordPress.com did not consider this bad design and had no intention of changing it. -

In the case of Twenty Seventeen, when you have a static front page set and are viewing that page in the Customizer, both the page layout and the Front Page Sections will show. If you are viewing a different page, such as a contact or about page, only the Layout options will appear since the Front Page Sections would not apply to that page.
There is discussion around this, but it might provide more confusion if it was shown all the time on all pages. The example that comes to mind would be if you were viewing your Blog page in the Customizer. If the Page Layout options appeared in Theme Options while viewing your Blog page in the Customizer, you may think that you could set your blog page to either one or two Columns, which you cannot.

In the case of Twenty Seventeen, when you have a static front page set and are viewing that page in the Customizer, both the page layout and the Front Page Sections will show. If you are viewing a different page, such as a contact or about page, only the Layout options will appear since the Front Page Sections would not apply to that page.
This is not the results that I obtain in tests. What I find, with Twenty Seventeen applied, is that Theme Options will display at Customize only if you are viewing a static page in the Customize viewer, and that all other options appear at Customize whether you are viewing a static page, a post, the blog page, or a post archives page. This holds true whether the front page is set to display a static page or the latest posts.
I’m not sure what you mean by “Front Page Sections,” but I found no case where only “Layout options” appear, unless I’m misunderstanding what you mean by “Layout options.”

I see now what you where referring to. Under “Theme Options,” there are “Page Layout” and “Front Page Section” (1-3) options. This goes beyond what we were discussing previously, and I hadn’t noticed it. However, it doesn’t address the issue that “Theme Options” itself appears or doesn’t appear depending upon what type of content is displayed in the Customize viewer.
